As an EU importer you own the legal declaration and the financial obligation. But the emissions data behind it originates in non-EU production installations — often across dozens of suppliers, each with different systems, different levels of CBAM literacy, and different willingness to share.
The operational problem is completeness at scale: knowing which suppliers have supplied what, which shipments are covered, where actual values are achievable, and where you are heading for default values instead.
Actual values vs. default values
Where verified actual emissions data is unavailable from the installation operator, default values apply. Because defaults are set conservatively, the emissions figure attached to the goods — and the certificate obligation that follows — generally rises.
Verification is not optional
Reported emissions data is subject to verification by accredited verifiers. Data that cannot be traced back to source evidence is difficult to defend, regardless of how the number was calculated.

Under the definitive regime that began on 1 January 2026, EU importers of CBAM goods above a single mass-based threshold of 50 tonnes per calendar year require authorised CBAM declarant status. Importers were required to submit authorisation applications before 31 March 2026 and were permitted to continue importing while an authorisation decision was pending. Hydrogen and electricity are treated separately from the mass threshold.
The practical bottleneck is not the request itself but tracking completeness across many suppliers, installations and shipments at once. The workflow onboards suppliers, maps shipments to CN codes and installations, runs completeness checks against what each supplier has actually provided, and surfaces a readiness position per supplier so chasing effort goes where it changes the declaration.

The first annual CBAM declaration covers 2026 imports and is due by 30 September 2027, with certificate surrender due on the same date. CBAM certificate sales open on 1 February 2027. The 30 September deadline reflects an extension from the originally planned 31 May 2027 date.
